Notice of Public Hearings and Public Comment Period Regarding Siting Application
Topeka, KS - The Kansas Corporation Commission (KCC) will hold a public hearing Monday, August 12, 2013; Wednesday, August 14, 2013; Tuesday, August 20, 2013; and Thursday, August 22, 2013, regarding Grain Belt Express' siting application.
Each meeting will take place in two parts. During the first part, the Commission will conduct an informational meeting to allow Grain Belt Express to fully explain its request to the public and to answer questions. Commission staff, the Citizens' Utility Ratepayer Board (CURB), and any other interveners will also be available to answer questions. The second part is a formal public hearing to ensure that members of the public have the opportunity to make their views of the application known to the Commissioners.
In addition, Grain Belt Express representatives will be available at the site of the public hearings from 4-6 p.m. with detailed maps of the route location and a computer viewing system that can zoom in on the route and individual landowner properties. Representatives from Grain Belt Express will be available to answer questions at that time.

Grain Belt Express' Transmission Line Proposal
Grain Belt Express has filed an application with the Commission to request permission to build a new direct current high capacity transmission line near the Spearville 345 kV substation in Ford County, Kansas, north and east to the Kansas/Missouri border.
Grain Belt Express proposes to construct a transmission line which will enable wind generators to export additional sources of energy to eastern states. The proposed route can be viewed in detail at the following website: www.grainbeltexpresscleanline.com. Grain Belt Express must receive Commission approval as to the location of the line. The Commission has previously determined the benefits of, and necessity for, this transmission line in Kansas, specifically stating that the location of the line would be considered as part of a later siting application (Docket No. 11-GBEE-624-COC, Order issued December 7, 2011, ¶64). In the present docket, the Commission is required to make a decision by November 17, 2013, with respect to the reasonableness of the route of the proposed electric transmission line, taking into consideration its operating characteristics, physical properties, and location.
The Commission will conduct a technical hearing, which is open to the public, concerning the proposed transmission construction project. This technical hearing is scheduled for 9:00 a.m. October 8-10, 2013, in the first floor hearing room at the Kansas Corporation Commission, 1500 SW Arrowhead Road, Topeka, KS. At this hearing the Commission Staff, Grain Belt Express representatives, and any other official interveners will present their respective positions to the Commission.
