Energy Savings Performance Contracting for Kansas Public Buildings
The Facility Conservation Improvement Program (FCIP) promotes and facilitates energy-saving projects in public buildings, such as schools, city offices, courthouses, and other facilities. The FCIP helps local governments, school districts, universities, hospitals, and others implement energy-efficiency projects.
This longstanding State program uses Energy Savings Performance Contracting (ESPC) a budget-neutral way to finance energy-efficiency improvements. Project costs are paid for from savings on energy and operations and maintenance costs.
To make it easy for public officials to access the benefits of performance contracting, the Energy Division has identified private sector Energy Service Companies (ESCOs) to provide services to participating public entities. These ESCOs provide turn-key project management and a guarantee that savings will cover project costs.
FCIP's streamlined procurement process means there's no need to issue separate Requests for Proposals (RFPs). The program also saves time by freeing customers from having to individually develop specifications or write contracts.
FCIP staff assists customers every step of the way. The oversight provided by the FCIP team helps customers understand their project and the ESCO's guarantee of savings.
FCIP is funded through customer fees. Fees are based on overall project cost and range from 4% on the smallest projects to just over 0.5% on very large projects.
What is Energy Savings Performance Contracting (ESPC)?
Energy Savings Performance Contracting (ESPC) is a turn-key service that enables customers to implement energy-efficiency improvements in existing buildings. This service is provided by private-sector Energy Service Companies (ESCOs) that are pre-qualified and provide services through state contract.
In a typical ESPC project, an ESCO (1) provides all the services required to design and implement a comprehensive project, (2) identifies and develops a package of energy-efficiency measures tailored to fit the needs of the customer's facilities, and (3) provides a guarantee that the savings produced by the project will be sufficient to finance all project costs.
